Frequency Standardization for Contributions in Support of District Government Employee Benefits Amendment Act of 2026
As introduced, Bill 26-71 would prohibit a parent from transferring custody of a child to someone beyond family members and certain other specified categories of individuals, if the parent intends to abandon the parent’s responsibilities regarding the child. The act gives authority to the state child protection agency (the Child and Family Services Agency) and the Attorney General for the District of Columbia to investigate and enforce violations.
As introduced, Bill 26-479 would establish a grant program within the Child and Family Services Agency to support the creation and operation of Youth Villages across the District of Columbia. It would also provide grant funding to nonprofit organizations to develop neighborhood-based, intergenerational networks to provide daily supports to youth up to age 25.

As introduced, Bill 26-595 would require housing providers to provide prospective tenants with a list of all applicable charges for renting the rental unit, a description of the method that the housing provider will use to allocate charges for the utility to a tenant and allow tenants to periodically request a copy of the utility provider's bill to the housing provider. Among other things, it would also require that housing providers include in a lease a description of the method that the housing provider will use to allocate charges for a utility to the tenant.
Fair Share Housing Targets Act of 2025
As introduced, Bill 26-0597 would replace the existing Housing Production Trust Fund and related programs with a unified master fund. The Housing Opportunity Fund is organized into sub-accounts dedicated to specific policy purposes which include: housing production, affordable housing subsidy, preservation, tenant purchase support and District acquisition.
As introduced, Bill 26-126 would prohibit housing providers from separately charging tenants for the utility charges accrued by the housing accommodation for its common areas. It would require that housing providers give notification to a tenant of any unpaid amounts owed to the housing provider within 45 days after vacating a rental unit. The provider must also obtain evidence that the tenant was served with the notification at least 60 days prior to sending the unpaid amount to a debt collector.
As introduced, Bill 26-495 would clarify the minimum required coverages for condominium owners in the District. It would also increase the deductible responsibility for individual condominium owners.
As introduced, Bill 26-542 would require that DHCD offer administrative assistance to affordable housing development projects to promote prompt attention from utility partners in the permitting process. It would require DHCD to make technical expert consultants available to these same projects to reduce how often utility connection design issues catch developers off guard. DHCD staff would also spearhead a coordinated effort between government agencies and utilities to integrate the utilities’ permitting updates into existing government data systems for tracking permit issues.
